China Expands National Insurance to Cover Fertility Treatments

China has announced plans to offer free fertility treatment under its national insurance scheme in an effort to reverse the plummeting birth rate and tackle one of the biggest challenges to national development.

The National Healthcare Security Administration stated that it would expand coverage for medical procedures med at assisting citizens with conception. This includes methods such as assisted reproductive technology ART, which encompasses treatments like in vitro fertilization IVF, and labor analgesia to alleviate pn during childbirth.

By including ART techniques and labor analgesia in its insurance scheme, the administration hopes to mitigate financial burdens for families trying to conceive. The expansion of coverage support China's ongoing initiative to persuade more individuals to marry and have children.

The nation's birth rate has been declining over several years, culminating in a record low last year with only 6.77 births per 1,000 people. In 2022, there were approximately 9.56 million births compared to the previous year’s total of 10.62 million.

The falling birth rate and increased number of women postponing marriage or choosing not to have children are cited as contributing factors by Chen Wei, a professor at China's Renmin University. The introduction of insurance coverage for costly procedures like IVF could help alleviate concerns about affordability. In cities such as Shangh, the average cost associated with IVF ranges between $4,500 and $5,000.

China boasts 539 ART-approved medical institutions and 27 sperm banks as of June 2021. These facilities annually facilitate over one million IVF cycles to help couples achieve pregnancies.

As policymakers grapple with the implications of China's declining population on economic growth, this initiative could prove pivotal in addressing these concerns. Prior to its current policy, the country had implemented a one-child policy decades ago to manage fears of rapid population growth and alleviate poverty; however, it was later revised to allow up to two children and subsequently expanded to permit families to have three children.

In addition to this new initiative, China is also addressing other factors contributing to low birth rates. These include promoting ger equality in education and career opportunities for women as well as encouraging support systems for child-rearing and maternity leave policies that benefit parents.
